A meeting of the Joint Base Cape Cod Military-Civilian Council outlined concerns for any housing that may be built.
Priority, they said, should be granted to service members stationed there, and their families.
The Cape-wide housing shortage had called on Massachusetts National Guard officials to propose housing for the Upper Cape base.
Extra parcels of land leased from the state deemed nonessential to base operations could be used for housing.
The matter remains in the proposal stage, and funding has not yet been secured.
Future public meetings will be held on the subject, with the first planned for this spring.
